A low-intensity rebellion broke out in northern Niger in late 2007, where nomadic Tuaregs are fighting government troops in the Air Massif mountains. The Tuaregs in the MNJ (Mouvement des Nigeriens pour la Justice) are fighting the government's sales of concessions to the land their herds have grazed for centuries - sales that they claim in no way benefit the indigenous population. Niger is the fifth-biggest exporter of uranium ore, known as yellowcake. France has an operational mine in the region of Agadez, and seeks to open at least one more. China is also in the process of setting up a mine there. The MNJ and the Nigerien Army mostly skirt around each other in the large swath of territory that makes up northern Niger, but occasionally mount coordinated attacks on each other's bases and supply routes.
